Submitting a FOIA Request

The Learning Technology Center (LTC) is committed to transparency and complies with the Illinois Freedom of Information Act (FOIA), which provides the public access to government records. As a program of a Regional Office of Education (ROE), LTC processes FOIA requests in coordination with our administrative office.

Requests for public records must be submitted in writing and may be sent by email or mail.

To ensure timely processing, please include:

  • Your name and contact information
  • A clear description of the records requested
  • Whether the request is for commercial purposes
  • If requesting a fee waiver, the reason for the request

Additional Details

Response Time

LTC will respond to FOIA requests within five (5) business days after receipt, as required by Illinois law. An extension of up to five (5) additional business days may be applied under allowable circumstances.

Fees

There is no fee for the first 50 pages of black-and-white, letter or legal-sized copies. Additional pages may be charged at $0.15 per page. If records are provided in electronic format, fees may be reduced or waived.

Records and Exemptions

While LTC strives to provide access to public records whenever possible, certain records may be exempt from disclosure under FOIA.

Denials and Appeals

If a request is denied, you will receive a written explanation citing the applicable exemption. You have the right to request a review by the Illinois Attorney General’s Public Access Counselor or to seek judicial review.
